The Samsung Galaxy S4 does not have the ability to create a home screen shortcut to a file or folder. However there is another technique which can be by downloading an app from the Google Play Store.
Linda File Manager is the name of the app you need to download from the Play Store. After downloading, browse to a file or folder. Then press and hold on the desired file and select Create shortcut.
